2. Project Overview and Bidding Scope
2.1 Project Overview:
A tender section: daily maintenance service of heating plant
The thermal system of Yimin Power Plant is the main heat source in the area under the jurisdiction of Quan Yimin Coal Power Company. Its main function is to provide centralized heating for industrial buildings and civil buildings throughout the company. The maintenance of the heat network and heating system in the factory is an important link to ensure the safety of Yimin heating. Including heating of office buildings in the yard of power plants, all heating and heating systems and equipment (including heat tracing pipelines). The hot standby main units include the equipments of the inspection and repair department, the decommissioning department, the chemical workshop and the logistics management department.
Two tenders: public system and off-site coal-conveying motor, pump, and valve repair service
The motors, pumps, and valves (not including actuators and electric heads) of the utility and coal transportation systems in Yimin Power Plant include: maintenance department, fuel removal department (inside the hospital), chemical department of the power generation department, and logistics management department. 2.3 Service period: The service period starts from the effective date of the contract to December 31, 2019. From 2018 onwards, each year before January 1st, a maintenance service contract is signed with the successful bidder for a period of 1 year. In the 3 months prior to the expiry of the contract, the successful bidder shall press the “Administrative Measures for the Access and Evaluation of Engineering Contractors of Huaneng Yimin Coal & Electricity Co., Ltd. (Trial)†and the “Operation and Maintenance of the Power Generation and Heating Units of Huaneng Hulunbeier Energy Development Co., Ltd.†Examine the implementation rules for the implementation of contracted project management (for trial implementation) and other relevant systems for assessment; sign the next year's contract for qualified inspections; unqualified assessments (for failing scores of 70 points or less), or a minor or more personal injury incident, or fire In the event that the direct economic loss exceeds 100,000, or the major equipment is damaged, the second-year contract is no longer signed.
2.4 Quality requirements:
Factory heating daily maintenance service:
The bidder shall ensure the quality of the equipment under its jurisdiction and eliminate defects in a timely manner. The intact rate of the main equipment and main auxiliary equipment after repair shall reach 100%, and the equipment after the overhaul shall be able to achieve one-time operation without defects.
The bidder guarantees that the adjustment of the heat network balance will be carried out during the heating period to ensure that the temperature of each return water is within the specified range and that the heater will not freeze.
Bidders shall be promptly notified of the squad leader's command and mobilization of handling defects, and the defects shall not be allowed to stay overnight. In the process of dealing with defects, the heat network shall not cause water loss.
The bidder should overhaul the valves and heaters left over from the winter to ensure normal operation in winter.
The bidder shall open a work ticket when dealing with a defect, and shall not do the measure without authorization, resulting in running of the heater and freezing injury.

2.6 Bidding scope:

3. Applicant qualification requirements
3.1. The bidder shall be a corporate entity in the People's Republic of China that responds to bids and participates in bid competitions, and has the right to sign contracts independently.
3.2. The bidder must have a qualification certificate issued by the State Construction Administration Department for the general contracting of the power engineering construction grade or above or a general contractor for the mechanical and electrical installation engineering, and a certificate of safety production issued by the provincial or above competent authority. .
3.3. In the last three years (since January 1, 2014), the bidder shall have at least three performances of heating construction or maintenance in the alpine regions. No quality problems will occur in the project and the original contract shall be provided.
3.4. The bidder shall have a perfect quality management system certification and the certificate shall be valid within the validity period.
3.5. The bidder shall have corresponding qualifications and capabilities in terms of professional technology, equipment and facilities, personnel organization, and performance experience.
3.6 The Commonwealth does not accept bids from the Consortium. Both the first and second bid sections are not allowed to subcontract or subcontract.
3.7. The legal representative is two or more legal persons of the same person. The parent company and the wholly-owned subsidiary and its holding company may not bid at the same time.
