Issued by the State Council, the "Notice on the Development Planning of the New Generation of Artificial Intelligence" (Guofa [2017] No. 35) has been officially released. This notice aims to promote the careful implementation of the "Development Plan for the New Generation of Artificial Intelligence." The document was signed by the State Council on July 8, 2017, and is now publicly available.
The rapid development of artificial intelligence (AI) is transforming human social life and reshaping the world. To seize this historic opportunity, China aims to build a first-mover advantage in AI development, accelerate the construction of an innovative nation, and enhance its position as a global leader in science and technology. This plan was formulated according to the strategic requirements of the Communist Party of China Central Committee and the State Council.
The current phase of AI development exhibits new features such as deep learning, cross-disciplinary integration, human-machine collaboration, and open group intelligence. These advancements are centered on data-driven knowledge learning, cross-media collaborative processing, human-computer collaborative intelligence enhancement, group intelligence openness, and autonomous intelligent systems. Brain-inspired intelligence, driven by brain science research, is gaining momentum. Meanwhile, the trend towards hardware platforms and software integration is becoming increasingly prominent.
China has made significant strides in AI-related disciplines, theoretical modeling, technological innovation, hardware and software upgrades, and has created a breakthrough momentum in all aspects of the economy and society. However, there remains a gap compared to developed countries in terms of foundational theories, core algorithms, and key equipment. There is also a need to improve infrastructure, policies, regulations, and standards to adapt to the development of AI.
In response to these challenges and opportunities, China is committed to seizing the initiative in AI development, aiming to integrate AI into all sectors of society and the economy, enhancing national competitiveness and security. The plan outlines three-step strategic objectives to achieve international leadership in AI by 2030.
Key tasks include building an open collaborative AI innovation system, advancing fundamental research and common technologies, fostering talent development, and ensuring safe and ethical AI applications. The plan emphasizes the importance of integrating AI into industries, education, healthcare, transportation, and public security to improve societal well-being while addressing potential risks and challenges.
China's strong foundation in AI, including robust R&D programs and growing industry clusters, positions it well to lead global AI development. By implementing this plan, China aims to achieve a leap in national competitiveness, drive economic transformation, and enhance the quality of life for its citizens while ensuring the safe and ethical use of AI technology.
