US Department of Energy recently released draft specifications

The U.S. Department of Energy recently issued a draft specification for street lamps, and the public can submit amendments to the draft before May 2. This draft of a street lamp regulatory document submitted by the U.S. Department of Energy Solid State Street Lighting Alliance is under review. This draft can be used as a model for procurement of street lamps for construction projects. Private commercial and public utilities can use this specification as a reference for procurement specifications.

The Alliance released a total of three draft specifications, the main documents include warranty terms, color temperature, environmental design principles, connector electrical requirements, mechanical installation, etc., and contains an Appendix B on the evaluation of LED lumen maintenance.

Appendix A has two different versions that cover the quality specifications and optical characteristics of electric light sources. Appendix A of the simplified version is called a bill of materials, covering a relatively small number of parameters such as beam mode, power consumption, light output, and color temperature. Appendix A of the complex version contains the entire system specification, such as light uniformity requirements, a variety of detailed ground illumination parameters.

The U.S. Department of Energy hopes that more buyers will compare their own product specifications with the points in Appendix A and propose amendments to the draft based on their own values.

This draft of the draft contains not only some sample parameters, but also some strict specifications and requirements. For example, both versions of draft Appendix A contain examples of 105W and 210W lamps that are not allowed by street lamp buyers. "The purpose of this specification is to prevent buyers from creating their own specification parameters because they have no comparable procurement parameters," said Jason Tuenge, senior lighting designer at the Pacific Northwest National Laboratory of the US Department of Energy.

The US Department of Energy may eventually improve and complete this technical specification according to different types of roads, but this requires a lot of time and effort, which may be complicated by the addition of many variables. However, the release of this specification file should help private commercial and utilities regulate their own parameters and be widely used by luminaire manufacturers, distributors and lighting designers.
