On December 18, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection and Quarantine jointly released the "Notice on Printing and Distributing the Implementation Rules for the Energy-Efficient 'Leader' System of Five Product Categories, Including Electric Washing Machines and Lighting Products, as well as the Selection of Energy-Efficient 'Leader' Products." This announcement marks a significant step in China's efforts to promote energy-efficient appliances. The selection process for energy-saving "leader" products has now expanded to include electric washing machines, lighting products, household refrigerators, flat-panel TVs, and speed-controlled room air conditioners. In addition to updating the 2015 version of the "Leader" system for refrigerators, flat-panel TVs, and inverter air conditioners, the three ministries have also included electric washing machines and lighting products under the energy efficiency "Leader" program for the first time. This expansion reflects a broader commitment to energy conservation and sustainability across more consumer goods. The updated 2017 implementation rules introduced several key changes compared to the previous version. Most notably, the application thresholds have been raised, requiring products to meet higher energy efficiency standards. For instance, while the 2015 version required an energy efficiency rating of level 2, the new rules now demand level 1 under the current national energy efficiency standards. The evaluation criteria have also evolved, with a revised scoring system that includes three main factors: energy efficiency and energy-saving technology (85 points), other green technologies (5 points), and enterprise innovation and promotion capability (10 points). These changes aim to ensure that only the most efficient and environmentally friendly products qualify as energy-efficient "Leaders." For example, in the case of refrigerators, the energy efficiency level accounts for 80 points, with additional points allocated for features like inverter technology, no-power startup, smart information systems, vacuum insulation, and LED lighting. Other green technologies focus on environmental protection and noise reduction, while enterprise innovation assesses R&D investment, patents, and quality certifications. Similarly, for inverter air conditioners, the evaluation includes standby power consumption as a factor, and for flat-panel TVs, image and sound quality are evaluated. Despite these changes, the incentive measures remain largely unchanged, offering recognition, policy support, and priority procurement for selected products. The new rules are valid for five years and will replace the 2015 version once they come into effect. This update signals a stronger emphasis on sustainable development and energy efficiency in the appliance industry. Electric washing machines and lighting products are now included in the "Leader" program for the first time. The application scope for washing machines covers models with a rated washing capacity of up to 13 kg, including single-tub, agitator, and stirrer types, but excludes drum washing machines. The evaluation criteria now include both energy and water efficiency, with specific attention to power consumption per washing capacity and actual energy use during operation. Additionally, applicants must commit to producing a minimum of 10,000 units within one year of being listed as an energy-efficient "Leader." This ensures that only mass-produced, standardized products qualify, promoting consistency and reliability in the market. Overall, these updates reflect a more rigorous and comprehensive approach to identifying and supporting the most energy-efficient and eco-friendly products in China.
