On December 18, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the General Administration of Quality Supervision, Inspection and Quarantine jointly released the "Notice on Printing and Distributing the Implementation Rules for the Energy-Efficient 'Leader' System of Five Products, Including Electric Washing Machines and Lighting Products, and the Selection of Energy-Efficient 'Leader' Products." In the coming months, the selection process for energy-saving "leader" products will begin for electric washing machines, lighting products, household refrigerators, flat-panel TVs, and speed-controllable room air conditioners. Alongside updating the 2015 version of the "Leader" system for refrigerators, flat-panel TVs, and inverter air conditioners, the three ministries have expanded the program to include electric washing machines and lighting products under the energy-efficient "Leader" initiative. One of the most notable changes in the 2017 implementation rules is the increased application threshold. Previously, appliances needed to meet energy efficiency level 2, but now they must achieve level 1 under the current national standards. Additionally, the evaluation criteria have been revised, with a focus on energy efficiency, green technologies, and innovation capabilities. For example, refrigerator applications now require higher energy efficiency standards, with points allocated for energy-saving technology, environmental protection, and innovation. The scoring system includes factors such as energy efficiency levels, green technologies, and enterprise innovation. Each category has its own weight, ensuring that only the most efficient and sustainable products qualify. The new rules also introduce more detailed evaluations for other products like inverter air conditioners and flat-panel TVs. For instance, inverter air conditioners are now evaluated based on standby power consumption, while flat-panel TVs are assessed on image and sound quality. These changes reflect a growing emphasis on both performance and sustainability. Although the incentive measures remain largely unchanged from the 2015 version, they still provide strong support for selected products, including recognition and priority procurement by government agencies. The updated rules will be valid for five years and will replace the previous version once implemented. This expansion of the "Leader" system to include washing machines and lighting products is a major development. Washing machines must meet specific criteria, such as rated washing capacity and water-saving features. The evaluation process also considers technical aspects like energy efficiency time and water content, as well as health and environmental protection features like sterilization or no-clean technology. Moreover, applicants must commit to shipping at least 10,000 units of each product model within one year of being listed. This ensures that only viable and mass-produced models are included in the program. Overall, these updates signal a stronger commitment to energy efficiency and sustainability in China’s appliance industry, encouraging manufacturers to innovate and improve their products for a greener future.
