The reorganization plan requires that the establishment of a subsidiary business unit in the same provincial province enter the same power construction group. Subsidiaries, subsidiaries, and enterprises run by the sub-organizations are transferred together with the organizers; personnel of the sub-industries and subordinate enterprises (including employees in service, internal retirement, retired, and retired employees) are transferred together.

The Kunming Survey and Design Institute is part of the China Hydropower Consultant Group. The person in charge of the institute told the reporter that the reorganization is still under preparation and the specific listing time has not yet been confirmed. The person in charge of the 14th Bureau of Hydroelectricity also stated that the current work is advancing. “Because it is the overall reorganization of several big groups, it doesn’t really change for us. Even the company name will not change in the short term.”

However, for the thermal power construction companies in Yunnan Province and the Yunnan Electric Power Design Institute, it is necessary to be separated from the grid company, and the intensity and difficulty of reorganization are also greater. According to public information, the thermal power construction company of Yunnan Province was established in 1953 with a registered capital of 117.85 million yuan. It has successively constructed all large and medium-sized thermal power plants in Yunnan.

The reform speed schedule is pending. A person in charge of the Yunnan Power Grid told the reporter: “As the second step of power reform, the separation between the main and the auxiliary is the direction of the industry. At present, this work is progressing, but there is no specific timetable.”

It is reported that Yang Jixue, head of the preparatory group for China Energy Construction Group Co., Ltd., recently visited China Southern Power Grid Corporation and said that the Energy Construction Group will accelerate the progress of various tasks and complete all preparatory work as soon as possible to ensure the successful completion of the reform. Zhao Jianguo, chairman of China Southern Power Grid, also pointed out that China Southern Power Grid will continue to fully cooperate with the energy construction group's preparatory group.

In the eyes of people in the industry, this reform and reorganization is a big reorganization involving the most extensive, most-staffed, longest-running, most difficult-to-reform, and most arduous task of maintaining stability in the eight years since the establishment of the SASAC. According to the estimation of the SASAC, the separation between the main and the auxiliary involved a total of 634,000 employees, including 381,000 employees and 253,000 retirees. After the formation of China Electric Power Construction Group Co., Ltd. total assets of 158.74 billion yuan, China Energy Construction Group Co., Ltd. total assets of 111.16 billion yuan.

Experts in the industry believe that the purpose of the SASAC's secondary industry integration is very clear. It is to build two large Fortune 500 companies. Of course, after the separation of main and auxiliary grids, there are still two more difficult steps: the separation of transmission and distribution and the marketization of electricity prices. According to the “Power System Reform Plan” promulgated by the State Council in 2002, the power system reform will eventually complete the four major tasks of “separation of plant and network, separation of main and auxiliary facilities, separation of transmission and distribution, and online bidding”. To achieve the above goals, it is not enough to rely solely on the separation of main and auxiliary grids.
